PROBLEM TO BE SOLVED: To provide a telephone charge billing setup system capable of conducting a flexible billing setup. SOLUTION: For a telephone charge between a first user and a second user, the system is characterized in that it comprises a requesting means by which the first user requests setup of a billing rate or a billing amount for the telephone charge, a confirming means by which the second user confirms whether he/she agrees to the billing rate or the billing amount for the telephone charge requested by the requesting means, and a setting means for setting up the billing rate or the billing amount for the telephone charge set by the requesting means as the subsequent billing if the second user agrees to the request by the confirming means.
