PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor, a process cartridge and an electrophotographic device which can output a high-quality image without producing a ghost image. SOLUTION: In the electrophotographic photoreceptor having at least a charge generating layer, a charge transfer layer and a surface protective layer containing conductive particles and a curing resin layered in this order on a conductive supporting body, the charge transfer layer contains at least two kinds of charge transfer materials. The difference|ΔEox|[V] between the minimum oxidation potential and the highest oxidation potential of the charge transfer materials satisfies formula (1): 0.02<|ΔEox|<0.13. The sum proportion Ac [atomic %] of indium and tin included in the surface protective layer and the sum proportion AL [atomic %] of fluorine and silicon included in the surface protective layer in terms of the analyzed values by XPS (X-ray photoelectron spectroscopy) of the photoreceptor surface satisfy formulae (2): 1.5<Ac<12.0 and (3): 5.0<AL<25.0.
