PROBLEM TO BE SOLVED: To provide an inexpensive chromium-free surface treatment method for metals, which imparts adequate adhesiveness to a laminated metallic material by using a chromium-free metal surface treatment agent superior in stability. SOLUTION: The chromium-free surface treatment method for metals comprises a step (A) of treating an article to be treated with a chromium-free surface treatment agent (1) comprising a water-soluble zirconium compound and/or a water-soluble titanium compound, and a step (B) of treating the treated article in the above step (A) with an aqueous tannic solution (2), wherein a content of the above water-soluble zirconium compound and/or the water-soluble titanium compound (1) is 20-800 ppm by mass base in a total amount of zirconium and/or titanium, the solution has a pH of 1.4-4.0, and a tannic content in the above tannic solution (2) is 400-10,000 ppm by mass base; and is used for manufacturing a thermoplastic polyester resin coated metal sheet.
