PROBLEM TO BE SOLVED: To make a valve element smoothly start or restart opening/closing operation, even when pressure in a pressure chamber of a gas spring is lowered. SOLUTION: A first reservoir tank 80 and a second reservoir tank 81 higher in pressure than the first reservoir tank store air taken from the outside by an air pump 82. Switch control valves 92, 95 selectively supply compressed air in the first and second reservoir tanks 80, 81 to the pressure chambers of air spring 46 for closing a valve and an air spring 48 for opening the valve. That is, when an electromagnetic valve 20 is normally operated, the compressed air in the first reservoir tank 80 is supplied to the pressure chambers of the air spring 46 for closing the valve and the air spring 48 for closing the valve. On the other hand, when drive of the electromagnetic valve 20 is started, the compressed air in the second reservoir tank 81 is supplied to the pressure chambers of the air spring 46 for closing the valve 46 and the air spring 48 for closing the valve.
