PROBLEM TO BE SOLVED: To provide a waterproof structure of a waterproof retaining wall of which the upper end comes into contact with the lower end of an exterior finishing member of an exterior wall panel or an opening external frame, etc., and which is erected from the peripheral edge of a veranda, a balcony floor, or a roof floor and a caulking device used for the waterproof structure. SOLUTION: The caulking device is constituted of a cover member (1) which is integrally formed by a rising part (1') for fitting to a wall face (W) side of a building together with a forward declining plane part (1"), and a blowing-in preventive member (3) that an insert body (3') having an slanting plane face part and a vertical piece part (3") preventing wind from blowing in are integrally formed.
