<P>PROBLEM TO BE SOLVED: To provide a developing device that is small, prolongs the life of developer, prevents concentration unevenness and concentration decreases, and obtains an uniform image. <P>SOLUTION: Developer is transported to a developing area by a developer carrier 1 and used for developing an electrostatic latent image formed on a latent image carrier. While being stirred, the developer supplied to the developer carrier 1 is circulated within a first circulation passage 11 and also within a second circulation passage 12. In this case, at least part of the first circulation passage 11 and at least part of the second circulation passage 12 are common, intersect, or are brought into contact with each other.
