PROBLEM TO BE SOLVED: To provide a damper manufacturing method having no necessity for evacuation of a chamber CH when it is filled with a working liquid S and capable of shortening the time required to make filling. SOLUTION: The accommodation part 10 of a hub 1 is prepared preliminarily in a condition opened more than in the product condition, and a ring-shaped mass 2 is accommodated in the accommodation part 10 and a ring-shaped resilient piece 3 consisting of a rubber-form resilient material is interposed between the inner surface of the mass 2 and the outer surface 12a of the interior cylinder part 12 of the accommodation part 10. A requisite amount of working liquid S is poured into the accommodation part 10, and the hub 1 is deformed so as to decrease the capacity of the accommodation part 10, and thereby the gaps G1 and G2 between the ring-shaped mass 2 and the accommodation part 10 are narrowed and also the working liquid S is allowed to fill every spaces of the gaps G1 and G2, and the area between the periphery of the mass 2 and the inner surface of the exterior cylinder part 14 of the accommodation part 10 is sealed with a seal member 4.
