PROBLEM TO BE SOLVED: To provide a very low speed valve structure capable of generating a damping force in the very low speed range in conformity to the setting with no risk of the damping force becoming dull. SOLUTION: The very low speed valve structure is equipped with a needle valve 4 installed in a passage bored in a valve body 1 to form a damping force generating part of a hydraulic shock absorber to admit flow of the oil from the high pressure side to the low pressure side and controlling the damping force in the low speed range while it is advancing and retreating with a rotating operation to be applied from outside the valve body 1 and a ring-shaped leaf valve 3 installed downstream of the needle valve 4 in such an arrangement that the inner end serves as a stationary end and the outer end serves as a deflecting end and thereby controlling the damping force in the very low speed range, wherein the leaf valve 3 is seated on a valve seat member 5 fixed to the top of the valve body 1, and the valve seat member 5 is furnished at the top with a ring-shaped window 5a to be blocked by the leaf valve 3 with possibility of being opened and closed and at the bottom with a recess 5b having a communication to the downstream of the needle valve 4, and also with a port 5c bored in such a way as penetrating the wall and with its top being open at the ring- shaped window 5a and the bottom being open at the recess 5b.
