PROBLEM TO BE SOLVED: To provide a binder of a file capable of being operated so as to be opened and closed at three different positions, that is, a full-open position, a semi-open position and a full-closed position and having good operability and a user's excellent convenience. SOLUTION: A pair of binding levers 7A and 7B forming a partial annular shape can be moved between the full-closed position C where the levers 7A and 7B are overlapped over almost total length, the semi-open position HO where the leading ends thereof are partially overlapped, and the full-open position O where the leading ends thereof are separated by a predetermined distance. A pair of revolving members 4A and 4B are supported on the fixed substrate 3 provided to a file main body 12 so as to be at least revolvable and the binding levers 7A and 7B are respectively fixed to the revolving members 4A and 4B. The revolving members 4A and 4B are constituted so as to be spaced apart from each other between the semi-open position HO and the full-open position O and a synchronizing mechanism 8 for symetrically revolving the revolving members 4A and 4B operated in a separated state is provided.
