PROBLEM TO BE SOLVED: To provide a metal structural member having a soft resin packing or gasket bonded thereto without removing the resin film covering a metal substrate, or coating the metal substrate with an adhesive primer or the metal structural member having the soft resin packing, or gasket bonded thereto without removing a lubricating film or applying the adhesive primer after the oil non-coating press molding of the metal substrate coated with a lubricating resin film. SOLUTION: In the metal structural member, a composition based on a viscous liquid resin or a precursor thereof is applied to the resin film covering the metal of a resin coated metal structural member, and the soft resin layer is closely bonded and formed to the resin film by the reaction of the composition or the drying of a solvent. (1) a relation between the wet tensionγ<SB>1</SB>or the resin film covering the metal and the wet tensionγ<SB>2</SB>of the soft resin layer is -3.0≤γ<SB>1</SB>-γ<SB>2</SB>≤15.0, and (2) the tensile adhesive strength of the soft resin layer to the resin film is not less than 20 N/cm<SP>2</SP>.
