PROBLEM TO BE SOLVED: To provide a manufacturing apparatus for continuously performing a polymerization process after dispersing a polymerizable monomer composition into an aqueous medium. SOLUTION: An agitating vessel 1 of a cylindrical shape is divided to a plurality of small blocks by pass partitions 2 having apertures orthogonally with the central axis thereof. In blocks, agitating elements 4 are attached across supporting members 10 to a revolving shaft 5 concentric with the central axis and the distances from the outermost parts of the agitating elements 4 to the center of the revolving shaft 5 are set at 0.8 to 0.99 times the radius within the agitating vessel 1.
