PROBLEM TO BE SOLVED: To permanently prevent the occurrence of vibration or noise based on a difference in level with an expansion device while keeping the water permeability of a high-function pavement. SOLUTION: A grout material 23 which is resistant to the peeling of a top granular aggregate M1 is filled and integrated to the inner part of the surface layer 16 of the high-performance pavement A only within a rectangular flat area P having a fixed length L of about 2-8 m from the joint 13 with the expansion device J and a fixed length (W) of about 1 m compacted by passing vehicles in a state where the phases are changed higher as they are closer to the joint 13 and a water-permeable blank part S is left between the adjacent parts, so that the intended abrasive surface L-L with the lapse of time of the plane area P by passing vehicles is scheduled to be kept as a gentle upward gradient toward the joint 13.
