In an arithmetic coding unit (58), the frame/field flag, one of syntax elements of received image compression information, is first coded by a frame/field flag context model (91). When a macro block to be processed is frame-base coded, a frame base context model (92) currently defined by the H. 26L standard is applied. In contrast, when a macro block to be processed is field-coded, a field base context model (94) is applied to the other syntax elements.
