A tag communication unit (12) receives tag information transmitted from an information tag (11) belonging to a person (P) to be detected. An attribute reference unit (15) references an attribute storage unit (16) by using an ID contained in the tag information and acquires attribute information of the person (P) such as body height. According to this attribute information, an object detection unit (14) decides to a certain extent the template size used for matching and detects a position of a particular person (P) in the image obtained from an imaging unit (13). Thus, it is possible to improve the detection accuracy and reduce the processing amount. Moreover, a candidate area possibly containing a person is decided from the image while position information contained in the tag information is converted into an area in the camera image, so that an area where the both of them are superimposed can be defined as a candidate area of the particular person.
