<p>In a data transmission device controlling the bit rate according to a network state, it is decided according to a predetermined probability whether to modify the bit rate. By deciding such a probability value that the average value of all the terminals in the communication system is a desired bit rate, it is possible to control the bit rate at each terminal with a small bit rate fluctuation, thereby improving the audio/video real time communication quality. Moreover, it is possible to realize impartiality with the other control method such as TCP.</p> |
