PROBLEM TO BE SOLVED: To realize energy control of transmissivity and reflectance of a semiconductor, and to apply it to a super high-speed modulation device or the like.

SOLUTION: This control method is through exposing a semiconductor 1 put in an electric field to coherent pulse pumping light P1 and probe light P2, and the variations of the transmissivity and reflectance of the semiconductor 1 are controlled by varying electric field strength and a time difference between the pumping light P1 and the probe light P2 or electric field strength or a time difference between the pumping light P1 and the probe light P2.
