PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor where electrifying property is secured in any environment, and which has excellent electrophotographic characteristic that potential fluctuation is restrained to be little even in repetitive use, and a process cartridge and an electrophotographic device. SOLUTION: In an injection electrification system where conductive particles intervene on the contact surface of an electrifying member with the electrophotographic photoreceptor, the weight average particle size of toner is≥3μm and≤12μm, the specific surface area of the particulate of metallic compound supplied to the contact surface is≥5×10<SP>5</SP>(cm<SP>2</SP>/cm<SP>3</SP>) and≤1×10<SP>7</SP>, the median diameter (D<SB>50</SB>) of volume reference is≥0.4μm and≤4.0μm, then minimum wavelengthλmin obtained by Fourier-transforming the surface roughness of the photoreceptor and the D<SB>50</SB>satisfy the relation of 2×D<SB>50</SB><λmin<20.
