PROBLEM TO BE SOLVED: To further enhance mixing and reacting performance by spurting a flow orthogonal to a flow going straight before the flow velocity of the straight flow decreases or by suppressing formation of a swirl near a place where a flow going straight and a flow orthogonal to the straight flow spurted into a mixing chamber collide with each other. SOLUTION: In half way of a first nozzle 34 from which an aqueous halogen salt solution Y is spurted as a turbulent flow A going straight, an aqueous silver nitrate solution X is spurted from a second nozzle 36 as a turbulent flow B nearly orthogonal to the straight flow A, and the straight flow accompanied by the orthogonal flow is spurted into a mixing chamber 20 whose diameter is larger than that of the first nozzle, whereby the aqueous halogen salt solution Y and the aqueous silver nitrate solution X are mixed and reacted, and the resulting mixed reacted liquid is delivered form an outlet port whose diameter is smaller than that of the mixing chamber.
