PROBLEM TO BE SOLVED: To solve such problems with a water pump that, though the use of the water pump is considered to pump up and circulate pond water for the purification of water, a hydraulic loss is large since the water pump has a flow resistance in the pump and a storage efficiency is low. SOLUTION: A turbine 1 having a plurality of buckets 4, 4, etc., formed around a rotating center part P and having hollow rotating shafts 5 and 5 installed on the outside of the right and left side faces of the buckets 4 is rotated in side facing state, and gutter members 6 are installed in non-rotating state at the rotating center part P of the turbine 1 so that water picked up by the buckets 4, 4, etc., can be flown into the gutter members 6.
