PROBLEM TO BE SOLVED: To provide a double floor structure adjustable in the level of floor surface, and having a simple structure, and its construction method. SOLUTION: This double floor structure 1 is composed of a plurality of level-adjustable support blocks 3 arranged on a floor slab of a building, and a floorboard structure 5 placed on the support blocks 3. The floorboard structure 5 has a backing plate 7, a heat insulating-sound insulating sheet 9, a hot water mat 11, and a floor material 13. Clearances D1 and D2 are provided between the adjacent backing plates 5 and the heat insulating-sound insulating sheet 9, and a through hole 31 for communicating with these clearances is opened in the hot water mat 11. A level of the support blocks 3 can be adjusted from the clearances D1 and D2 and the hole 31 from above a layer of the hot water mat 11. The heat insulating-sound insulating sheet 9 is a double structural material of a compression molded fiber plate layer 9a stacked with an asphalt layer 9b including a high specific gravity material piece.
