PROBLEM TO BE SOLVED: To provide an environmentally benign fuel oil A containing sufficiently dispersed residual carbon components, free from sludge-forming trouble, having excellent combustion performance and having low sulfur and nitrogen contents. SOLUTION: The environmentally benign fuel oil A has a sulfur content of≤300 ppm, a nitrogen content of≤100 ppm and an aniline point of≤81 and contains 3-10 vol.% aromatic component having a carbon number of 9. The method for producing the fuel oil A comprises the mixing of a hydrodesulfurized light oil component free from a 9C aromatic component, an aromatic base containing a 9C aromatic component and a residual oil.
