PROBLEM TO BE SOLVED: To reduce metallic ions incorporated into glass at a low temperature such as rare earth metallic ions which can be used as an optical storage material by the change of a valence without using special equipment for heating at a high temperature. SOLUTION: An alkylchlorosilane (R<SB>x</SB>SiCl<SB>4-x</SB>) and phosphorous acid (H<SB>3</SB>PO<SB>3</SB>), or boric acid (H<SB>3</SB>BO<SB>3</SB>) or the like are used as starting raw materials. Further, metal chloride such as tin chloride is allowed to coexist, and reaction is caused. Thus, heating is performed at≥180°C by utilizing the disproportionation of the phosphorous acid occurring in the synthesis of organic-inorganic hybrid low melting point glass to reduce the ions contained therein.
