PROBLEM TO BE SOLVED: To land a cage to the evacuation floor as soon as possible even when an abnormality occurs in an elevator and an emergency stop is carried out for the cage outside of the door zone. SOLUTION: When an abnormality occurs in the elevator, the emergency stop is carried out for the cage and it is judged whether the cage is outside a door zone. When it is judged that the cage is outside the door zone and is operated at a rate of 25 m/m, it is judged whether the cage can be landed at the evacuation floor within 15 sec. When it can be landed at the evacuation floor within 15 sec, the cage is operated at a rate of 25 m/m and it is made to land at the evacuation floor. Even when the cage can not be landed at the evacuation floor within 15 sec, the cage is operated at a rate of 90 m/m unless it is a serious breakdown, and the cage is made to be landed as soon as possible.
