摘要 PROBLEM TO BE SOLVED: To avoid the reliability of the entire communication network from being lost due to the effect of a fault caused in a line control station and to allow the line control station, having a simpler control station equipment to manage and operate a satellite communication channel. SOLUTION: Groups of radiation area of a satellite S are respectively referred to as control areas GA, GB, GC, GD, and channel control stations A, B, C, D are placed respectively to them. Then each of satellite communication earth stations a, b, c, d makes a communication start request to a channel control station of a control area, to which each belongs and the channel control station receiving the request assigns an idle channel among satellite communication channels managed by its own station to the satellite communication earth station. When no idle line is available, the channel control station requests of re-distribution of an idle channel to other channel control stations and assigns the idle channel to be re-distributed. After the end of the communication, the idle channel is managed succeedingly by its own station or returned to the channel control station which makes the re-distribution.
