PURPOSE: A device for collecting/offering situation information from many and unspecified persons and a processing method thereof are provided to relay the situation information to information users in real-time by collecting the situation information from information providers, or to offer the situation information to the information users by storing/managing the situation information in a time order. CONSTITUTION: A situation information receiving part(110a) receives the situation information classified into each region and theme from information provider terminals in a streaming method. A situation information storing part(120a) stores the situation information by classifying into each region and theme in a generating or receiving time order. A web server(130a) offers a web page for receiving a reception request signal for information user terminals, and generates a relay request signal or a streaming transmission request signal by analyzing the reception request signal. A real-time relay part(140a) relays the situation information selected by the information user. A streaming transmitting part(150a) transmits the situation information to the information user terminal in the streaming method.
