A silica-based fiber, having photocatalyst activity under visible light, which fiber comprises (a) a first oxide phase mainly made of a silica component and, dispersed therein, (b) a second titania phase, comprising titanium and a metal element other than titanium, wherein the amount of the titania phase increases towards the surface of the fiber.
