PROBLEM TO BE SOLVED: To provide an automatic collecting device for cutting and surface treating on washing the surface of a structure made of concrete or high- functional asphalt for function recovering using a water jet and simultaneously collecting the debris and the waste water, with a controller for controlling the combination of water jet/air vacuum. SOLUTION: Water jet nozzles 1 are mounted to face each other, with angles, directions and intervals intended to make the streams lift up by impact, cutting or treating a surface as the nozzles 1 rotate around their axes and thereby cutting or surface treating is done by making two or more water jet streams having strong rectilinear progressing properties oppose each other, making the oncoming direct streams hit each other. The debris and the waste water are collected automatically and simultaneously. When the water jet air vacuum 17 sucks in the debris isolated by the water jet, the device controls the water jet stream and air current by jetting compressed air, and by equipped a plurality of load cells 16 in a container and detecting the contacting pressure applied to a structure, making it possible to protect a contacting member of the structure and to control the operation with safety.
