PROBLEM TO BE SOLVED: To obtain a fireproof panel in which the blocking of a pipe line and the abrasion of a pressure pump and piping are reduced, and a powdered inorganic flame retardant is homogeneously dispersed in the thickness direction of an expandable resin layer. SOLUTION: A polyol mixture p is prepared by mixing a reaction catalyst and an expanding agent with the polyol and immediately after a master batch m, wherein the powdered inorganic flame retardant is suspended, is mixed with and dispersed in the polyol mixture p, the polyol mixture p is allowed to collide with and mixed with a polyisocyanate i, and the obtained expandable resin R is ejected to a surface metal band S or a back surface metal band B. The fitting parts formed to the end parts of the surface metal band S and the back surface metal band B in the width direction of them are meshed mutually and the gap between the metal band S and the metal band B is filled up with the expandable resin layer 3 made by expanding the expandable resin R.
