PROBLEM TO BE SOLVED: To provide an in-situ mixing treatment process for solidifying bottom mud ground forming the bottom of a contaminated harbor, river, lake or the like by mixing and stirring the bottom mud with a ground stabilizer in-situ and an in-situ mixing treatment apparatus used for performing the process. SOLUTION: The contaminated soil or the like on the bottom is solidified in-situ by moving a downward opened mixing treatment casing of the in-situ mixing treatment apparatus wherein a single or a plurality of stirring and mixing shafts are installed downward toward the contaminated soil or the like on the bottom, at a fixed depth so that the contaminated soil is not disturbed by the mixing treatment casing, rotatably driving the stirring and mixing shafts while injecting a cement based solidifying material and the other low pH ground stabilizer and stirring and mixing.
