PURPOSE: A soft ground improvement device is provided to achieve high strength by enabling uniform cutting and dense cutting and to form uniform compositions in spite of the nature of the soil of ground. CONSTITUTION: In a soft ground improvement device(100), a bit(30) is assembled to the lower end of an injection rod(20) forming an air circulation part(14) by disposing an outer casing(12) to the outside of an injection pipe(10) into which a fluid is injected. The soft ground improvement device comprises injection holders(40) accomplishing downward inclined injection and a bit combined to the lower end of the injection rod. More than one injection holder is stepped to the upper part of the edge of the outer casing of the injection rod. In the bit, inclined injection nozzles(70,70a) are built in injection holes(60,60a) pierced with downward inclination. A cutting nozzle(74) is attached to the lower part of the middle part of the bit.
