PURPOSE: Provided is a waste gas treatment apparatus having a porous rotating body, a part of which is dipped in a solution, between a dry treatment unit and a wet treatment unit to increase treatment efficiency by eliminating water soluble component and powder by dissolving a gas passing through the dry treatment unit. CONSTITUTION: The apparatus comprises a chamber(651) having an inlet(651a) through which waste gas and powder are introduced into the chamber(651), an outlet(651b) for exhausting the treated gas, and a solvent for water soluble gas therein; a rotating body(660) rotatably received in the chamber(651) in such a way that a part of the rotating body(660) is dipped into the solvent and the waste gas passes therethrough; a motor(665) for rotating the rotating body(660); and a drainage device(670) for withdrawing settlings and polluted solvent in the chamber(651).
