A method for producing bioactive water in which ultra- fine active carbon particles are dispersed, comprises dispersing activated carbon powder in high-pressure water and then combusting a gaseous mixture of oxygen and hydrogen in the high-pressure water to burn the activated carbon powder using the resultant combustion gas.
