<p><P>PROBLEM TO BE SOLVED: To obtain the development state of a program in real time irrelevantly to a workplace. <P>SOLUTION: When persons who participate in the development of application programs register the progress states of the development, program by program, on a Web server 10 from respective terminals through the Internet, the Web server 10 totals the progress states and quality information in a progress management table or progress management table for fault handling and displays them. The persons who participate in the development of the programs, a project manager, and an ordering-source or a customer obtain the real-time progress information and quality information on the program development at the point in time when the Web server 10 is referenced from respective terminal devices.
