PROBLEM TO BE SOLVED: To make it possible to control new equipment from a main network even when a user does not register the equipment list or function information of the new equipment from communication equipment even in the case of adding the new equipment to a sub-network. SOLUTION: Function information included in the new equipment and control information comprising information for controlling network equipment and control function access information are generated by a data format in which 1st network equipment connected to a 1st network can interpret at least the sorts of functions and the existence of parameters to be used for control in accordance with a request from the 1st network equipment and provides the generated information to the 1st network by a common message format.
