PROBLEM TO BE SOLVED: To inexpensively provide a long size heat radiating pipe piping base board of a hot water floor radiator for easily piping and constructing a seamless long size hot water heat radiating pipe 3a having an outer diameter of about 13 mm or more under a floor face material 7 in a short period of time. SOLUTION: A floor surface sill and heat radiating pipe fixture A is formed by providing a collar-shaped pipe nonslipping part 2 on the peripheral edge of an upper end surface of a circular column 1 having the prescribed height, and the floor surface sill and heat radiating pipe fixture A is respectively arranged and fixed in a plurality of prescribed positions on a reference hot water radiator base board B.
