PROBLEM TO BE SOLVED: To provide a structure for preventing the formation of an ice layer on a roof, in which contrivance is applied to a surface layer member for a surface of a roofing material, which can promote the slip of snow accumulated on the roof and prevents the snow from being melted and refrozen, so as to prevent the ice layer from being formed on the roof in winter. SOLUTION: The surface layer member 10, which is to be provided on the surface of the roofing material 1 in a tensioned state, is composed of: a main layer 13 serving as a noncombustible inorganic closed-cell foam for being bonded to the surface of the roofing material 1 with an adhesive; a glass fiber layer 11 which is integrally attached to a top surface of the main surface 13 in a layered manner with the adhesive; and a flouride resin layer 12 which is attached to a top surface of the layer 11 in a layered manner, so as to make the snow slip. The layers 11 and 12, which are protruded from an edge of the roofing material 1, are folded up to an angle of 180 degrees so as to form an overlap layer E. Inside the overlap layer E, there is interposed a rigid plate 14 for keeping the overlap layer E in a shape in which the overlap layer E is bent by an angle ofαdegrees (10-25 degrees).
