PROBLEM TO BE SOLVED: To constitute a system making log-on processing safe when a terminal is started up, and enhanced in reliability for security. SOLUTION: An IC card monitoring part 24 constitutes a network information file 41 and an authentication information file 42 by an information file constituting part 32, using input inherent information, and common information for communication and common information for authentication prepared in a network common information storage part 25, when at least the inherent information a user by a user is read out of informations required for authentication processing from an IC card 10 held by the user to a server 2 to be input to an IC card reading part 31. Communication is carried out with respect to the authentication server 2 referring to the network information file 41 in an authentication client 28, when the authentication processing with respect to the authentication processing is executed, the authentication processing is executed with respect to the server 2 referring to the authentication information file 42, and the communication to the server 2 is established thereby to establish communication between the communication terminal 1 and an application server 3.
