PROBLEM TO BE SOLVED: To provide a detecting device which detects a TAB tape running on a production line without stopping it. SOLUTION: The detecting device comprises means 5 and 6 of sending out signals which output signals informing every time the fact that each pattern of a repeating pattern reaches a specified observation region, and means 7 and 9 of generating flash light which instantaneously lighten each pattern which reaches the observation region.
