PROBLEM TO BE SOLVED: To save energy while keeping user's amenity even under use for a long time, and the change of a room temperature such as the change of environment of a heated space. SOLUTION: This controller comprises a room temperature detecting means 11, a change of room temperature detecting part 22, an initial control part 14, a shift control part, an up-and-down control part 16, and a room temperature control switching part 25 for successively controlling them. The room temperature is controlled to be kept at a set temperature for a predetermined period after the room temperature reaches the set temperature, and then the room temperature is shifted to be lowered by a temperature width not sensed by a human. Further a temperature change pattern of the period on the basis of a storage means 17 storing the time obtained by experiment with respect to the period of the change of a body temperature of the human generated after the room temperature is shifted, is repeatedly executed with the temperature width not sensed by the human.
