PROBLEM TO BE SOLVED: To quickly and correctively discriminate an operational state of an internal combustion engine, in simplified system configuration that does not have a throttle opening sensor. SOLUTION: Intake pressure PM in an intake passage 2 at a crank angle corresponding to first detection timing is detected out of a plurality of different predetermined crank angles set in other than an intake stroke in one combustion cycle of the internal combustion engine 1. Last-time intake pressure is detected as mentioned above, and discrimination is made whether the internal combustion engine 1 is in an acceleration/deceleration state of a steady state based on a change amount from the last-time intake pressure to this-time intake pressure at the same crank angle as the last-time intake pressure. Therefore, even in simplified system configuration that does not have a throttle opening sensor, since detection timing of the intake pressure is more than once is one combustion cycle of the internal combustion engine 1, the operational state of the internal combustion engine 1 is quickly discriminated, and since the discrimination of the operating state is performed for other than the intake stroke, the discrimination is correctly performed.
