PROBLEM TO BE SOLVED: To provide a medical information transmitting device, medical information receiving device, medical information transmitting method and medical information receiving method capable of preventing the information leak to a third party when transmitting and receiving medical information by use of a communication network.

SOLUTION: A medical institute terminal 11 which acquires medical insurance assured card information of a patient 2 from an IC card 21 performs the determination of a communication identifier used in transmission and receipt of medical information with an assurer terminal 41. The medical institute terminal 11 claims the medical fee for the patient 2 by transmitting a computized medical receipt every fixed period to the assurer terminal 41. At this time, the medical institute terminal 11 substitutes the identification information for specifying an individual included in the medical receipt to the above communication identifier followed by transmitting to the communication network 3. The assurer terminal 41 receives the medical receipt transmitted from the medical institute 1a, restores the identification information of the patient 2 substituted by the communication identifier, and pays the medical fees to the medical institute 1a that is the claim.
