PROBLEM TO BE SOLVED: To obtain a stable high-quality product by rapidly and continuously treating a waste oil or a regenerated fuel oil. SOLUTION: The waste oil or the regenerated fuel oil is mixed with a concentrated sulfuric acid and after finishing the mixing, the upper part after reaction with the concentrated sulfuric acid is transferred to other reacting tank and neutralized with caustic soda and after finishing the neutralization reaction, an antioxidant is added thereto and the mixture is heated and clay is mixed with the waste oil little by little and after mixing the clay, the mixture is stirred for a prescribed time or above and after finishing reaction with the clay, the waste oil is separated from the clay and after the separation, the waste oil is passed through a filter press to remove sliminess and the waste oil is mixed with an additive.
