PROBLEM TO BE SOLVED: To provide a method and a device for controlling a road-heating automatic operation advantageously solving the problem of an increase in an expense bearing accompanying the use of a communication line (a cable and accessories), the problem of the delay of an unusual weather correspondence, the problem of the excess or small amount supply of the amount of heat of a heating or the like in a road heating operation control selectively detecting an outside air temperature, a road-surface temperature, road-surface moisture and a snowfall and conducting an operation. SOLUTION: A set level temperature is maintained by controlling the amount of heat of the heating to a road surface, correcting the detecting values of each element according to a set-level card at every period division (such as every month) set based on the difference of the atmospheric temperature of day and night during a period of service, an increase in the road-surface temperature by solar heat and the change cycle of a fixed-form (average) road-surface environment in an installation area in a conduction-cut time zone at a time when electricity is used as a heat source and the time zone during one day such as a traffic and a parameter card (an operation mode) set at a plurality of every time zone during one day.
