PROBLEM TO BE SOLVED: To provide an acoustic material and sound absorbing and vibration damping material which are attached to wall surfaces or ceilings of buildings around sound sources or soundproof walls, etc., of expressways and are formed by utilizing waste materials of metals, plastics, glass, etc., effective in decreasing the air-borne sounds, solid borne sounds, and vibrations generated from the outside, like those generated from traffic vehicles, ships and various kinds of machinery in factories, etc. SOLUTION: The sound absorbing and vibration damping material 1 is formed by mixing the powder obtained by crushing the waste materials consisting of the metals, plastics and glass to form an aggregate 2, forming the acoustic material from this aggregate and arranging a vibration damping sheet 4 to 5 on such acoustic material.
