PROBLEM TO BE SOLVED: To provide a device for utilizing the underground heat capable of arbitrarily utilizing and storing the heat under the ground and the heat on the surface of the earth. SOLUTION: An inner cylinder 1b is coaxially inserted and fitted in an outer cylinder 1a of which a lower end is closed, to configurate a heat exchanger 1 having a clearance passage 1c between the outer cylinder 1a and the inner cylinder 1b, a vertical hole 2 of a diameter larger than the outer diameter of the heat exchanger 1 is bored from the surface of the ground 5 to hard rock 5d existing deep under the ground, the heat exchanger 1 is inserted into the vertical hole 2, silica sand 4 is charged between the vertical hole 2 and the heat exchanger 1, an upper end part of the inner cylinder 1b projecting from the ground surface 5 is connected to an inlet or an outlet of a heat exchanger pipe 7 used for snow melting of the road surface S or the like and floor heating through the first piping 8, and a chamber 11 communicated to an upper end part of the clearance passage 1c is connected to the outlet or the inlet of the heat exchanger pipe 7 through the second piping 9.
