PROBLEM TO BE SOLVED: To provide a picture display device which secures optimal resolution constantly and realizes display free from the delay of outputting a picture with respect to input. SOLUTION: A pre-processing scaler part 30 is provided at a stage preceding a scaler part 11. The pre-processing scaler part 30 comprises at least a clock rate conversion part and a pixel reduction part, and switches a pixel reduction ratio according to input or a display signal according to a signal from a ratio control part which controls the pixel reduction ratio from the inside or outside of the pre-processing scaler part.
