PROBLEM TO BE SOLVED: To provide a method for manufacturing a phenolic resin composition for a laminate board which can afford to produce the composition that can yield a phenolic resin laminate board excellent in flame retardancy and excellent in both performances of heat resistance and punching processability. SOLUTION: The method is characterized in that the phenolic resin composition for a laminate board is obtained by mixing a first phenolic resin and a second phenolic resin and also by incorporating a compound having a triazine ring. Herein, the first phenolic resin is obtained by performing as a secondary reaction the reaction of forming a resol by adding a basic catalyst after a drying oil-modified phenol and an aldehyde are reacted into a novolak, and the second phenolic resin is obtained by subjecting at least a phenol and an aldehyde to the resol formation reaction in the presence of a basic catalyst and has a weight average mol.wt. lower than that of the first phenolic resin.
