<P>PROBLEM TO BE SOLVED: To continuously process a printing plate formed with a positive photosensitive layer for an IR by using an alkaline developer. <P>SOLUTION: Replenishment of an aqueous dissolution restrainer solution is performed in parallel with replenishment of an alkaline solution in accordance with the electrical conductivity of the developer. The replenishment of the aqueous dissolution restrainer solution is performed by measuring the pass time t of the PS plate passing a slot, calculating a longitudinal direction size L from the pass time, deciding a transverse size W, and calculating and integrating the processing area from the longitudinal size and transverse size (steps 330 to 340). The aqueous dissolution restrainer solution of a preset volume is replenished (steps 350 to 352) every time the integrated value attains the prescribed value, by which the decrease of the dissolution restrainer by processing of the PS plate is prevented and the excess consumption of the dissolution restrainer is prevented.
