PROBLEM TO BE SOLVED: To provide a rotary shaft braking device maintaining a braking force even when the penetration of liquid or the adhesion of fats and oils occurs, not by an electromagnetic braking system or a fiction system, and preventing the occurrence of seizure due to continuous use. SOLUTION: Rollers are radially disposed on a fixed annular plate fixed on a rotary shaft and having a waveform surface, braking is effected such that two surfaces are pressed by a pair of moving annular plates or the outer periphery of a fixed annular plate in a deformed shape containing an ellipse or polygonal shape is pressed by rollers disposed at a periphery.
