PROBLEM TO BE SOLVED: To quickly adjust temperature of atomizing steam to be supplied to a gas turbine by a prior control. SOLUTION: A combustor 3 of the gas turbine 1 atomizes liquid fuel F by atomizing steam AS, for combustion. The atomizing steam AS is obtained by mixing a temperature decreasing fluid C with steam S transferred from various boilers B1, B2, and B3, and adjusting the temperature. The target temperature and target pressure of the atomizing steam AS vary according to an operating condition of the gas turbine 1. A flow rate of the temperature decreasing fluid C is found in a way that the temperature and pressure of the atomizing steam AS become the target temperature and target pressure, from a balance calculation of enthalpy using an enthalpy E1 of the steam S, an enthalpy E2 of the temperature decreasing fluid C, and a target enthalpy E3 of the atomizing steam AS, so as to adjust a valve opening of a flow control valve V2.
